SAN JOSE, Calif. — LinkedIn has spawned a new consortium to define specifications for a wide range of small-to-large data centers. The Open19 Foundation will have a more relaxed intellectual property policy than the Open Compute Project (OCP) formed by rival Facebook in 2011, a group that generally targets warehouse-sized cloud service providers.
